As the COVID-19 situation evolves, Singapore will continue to update our border measures, taking into account our understanding of the virus and the developments in other countries/ places. Travellers planning to enter Singapore should be prepared to be subjected to the prevailing border control measures and public health requirements.

Many countries/ places have imposed border controls and health requirement measures to curb the spread of COVID-19. These measures may result in cancellations and reductions in flight/ ferry frequency. Travellers are advised to check with the transport operators to ensure that the routes are still operating prior to departing for the airport/ ferry terminal.

What to Expect at Singapore’s Immigration Counters

Upon arrival in Singapore, you may be served an SHN during immigration clearance. To ensure smooth clearance, please present the following documents to the immigration officer:

Passport/Travel Document that is valid for at least six months

SG Arrival Card acknowledgement email

Approval Letter of Entry from relevant authority (if applicable)

SafeTravel Pass / Periodic Commuting Arrangement Pass / Air Travel Pass (if applicable)

Long-Term pass (In-Principle Approval) letter (if applicable)

Valid Singapore visa (if applicable)

We will not be able to provide advance information regarding SHN dedicated facilities (SDF), as the demand for these facilities is constantly changing due to the evolving COVID-19 situation. Please follow the instructions given by the ICA officers at the immigration checkpoints.

To aid ICA’s efforts in the enforcement of the SHN requirement, travellers entering Singapore from 10 August 2020, 2359hrs onwards, and are not serving SHN at SDFs will be issued with an electronic monitoring device. This device must be worn by the traveller for the full duration of the SHN period. Travellers aged 12 or younger (in that calendar year) are exempted from wearing the device.

Permission for entry into Singapore
Long-Term pass and In-Principle Approval (IPA) holders must obtain permission for entry from the relevant agencies before they travel to Singapore.

ICA's permission must be obtained by submitting an application for entry into Singapore.

Student's Pass (STP) and IPA for STP (issued by ICA)

Ministry of Education (MOE)'s permission must be obtained by submitting their applications to their respective institutions, which will then forward their application to MOE.

Work Pass* and IPA for Work Pass (issued by MOM)

*Including Dependant’s Pass and MOM-issued LTVP

Ministry of Manpower (MOM)’s permission must be obtained by the employers or sponsors by submitting the request here.

Those issued with LTVPs by ICA and have Letters of Consent or Pre-Approved Letter of Consent (LOC/PLOC) issued by MOM, will still need ICA's approval of entry.

Holders of LTVPs issued by MOM such as common-law spouses, step-children, handicapped children or parents of an Employment Pass or S pass holder will have to obtain MOM’s approval for entry.

Work Pass holders who are Malaysian citizens/permanent residents may also consider entering Singapore under the Periodic Commuting Arrangement available for application on the SafeTravel website.

Travellers who fail to comply with the requirements may have their passes cancelled and barred from entry into Singapore.

If permission is granted, applicants will be issued an approval letter of entry. They must produce this letter to airline staff upon check-in at the departure airport, and to the ICA officer at the checkpoint upon arrival in Singapore.

COVID-19 Test before departing for Singapore
All Long-Term pass and IPA holders with recent travel history to the following countries/places within the last 14 days prior to entry will be required to take a COVID-19 polymerase chain reaction (PCR) test within 72 hours before departure. These travellers will need to present a valid negative COVID-19 test result as a condition of approval to enter Singapore.

Short-term visitors may enter Singapore via:

Permission for entry into Singapore
All other short-term visitors are not allowed entry into Singapore at the moment, except for the following categories who will need to submit an application for entry into Singapore:

An immediate family member or relative of a Singapore Citizen or a Singapore Permanent Resident (PR);
A spouse-to-be of a Singapore Citizen or a Singapore PR; or
A non-resident who has extenuating reasons to enter Singapore (e.g. death of a family member in Singapore).

Resumption of visa requirements for entry into Singapore
ICA will resume the issuance of new visas from 18 October 2020, 2359 hours. Short-term visitors who require a visa to enter Singapore can apply for visas through a local contact, Singapore Overseas Mission, or authorised visa agent.

Visitors who had already been issued with visas which are still valid, as well as those who are eligible for the visa-free transit facility, do not need to re-apply/ apply.

Possession of a valid visa alone does not guarantee entry into Singapore. All short-term visitors must still seek prior approval via appropriate COVID-19 travel channels (e.g. obtain a Safe Travel Pass under Green/Fast Lane arrangements, or Air Travel Pass) before they can enter Singapore.

Periodic Commuting Arrangement (PCA) Pass
The Periodic Commuting Arrangement (PCA) is a travel scheme to facilitate periodic work and business-related travel between Singapore and Malaysia. Singapore and Malaysia work pass holders must hold a valid work and PCA Pass issued by their country of work. They are required to remain in their country of work for at least 3 consecutive months before they are eligible to return to Singapore or Malaysia for short-term home leave.
